English Introduction

  The Employer Work Department of the China Enterprise Confederation (CEC) seeks to participate in the National Tripartite Committee on Labour Relations; To represent employers and employers' organizations protect the right and interest of employers, and formulation of laws, regulations and polices related to Labour Relations; and To research on issues about tripartism and labour relations at home and abroad, and collect and disseminate information and materials.

  To take part in the adoption of international labour standards as representative of Chinese employers, and promote the cooperation with ILO, other national employers' organisations and international institutions; To guide and coordinate participation of employers' organisations at the local & industrial level in tripartism and labour relations through providing train and consultative service.

  In recent years, CEC have carries out a series of activities which includes CSR, OSH, HIV/AIDS, Sustainable development, employment, etc. such as the following:

  In response to the Global Compact, announced by United Nations Secretary-General Kofi Annan, China Enterprise Confederation has token series of actions. In 2003, CEC has carried out the following activities:

  I. Case Studies and Forum
  In 2003, CEC had compiled cases on CSR from China large companies in different industries and regions. The cases related closely to Global Compact Principles, environment protection, human rights, and labor standards.

  CEC had held First China Employers’ Forum on 23 to 24, October 2003, the theme of the forum is “CRS & Safeguarding the rights of employers”. CEC had called on Chinese Companies to response the Global Compact, and shoulder the social responsibilities in order to realize the sustainable development of companies.

  II. To improve the working conditions for SMEs
  With the development of SMEs, the employers face a lot of new problems and the core problem is how to promote the productivity. WISE project is a suitable project that can help employers of SMEs through making a better workplace condition.

  Reference to the “Higher Productivity and A Better Place To Work” Training Program, China Enterprise Confederation conducted “Training Workshop on WISE” in Chang Sha, Hunan Province from 28 to 29 Sept. 2003, with a total of 46 participants.

  This training has received a high appraisal from the participants. First, the training approach is very interactive and vivid. The participants visited factory, then group discussion. The participants and expert exchanged ideas efficiently. Secondly, the training is very practical and useful for the SMEs to improve the working conditions with little cost.

  At the same time, CEC also conducted field studies in Sichuan and Hunan provinces, and had completed study report. Based on the reports, CEC will carry out more activities in the area to improve the SMEs productiveness.

  III. The establishment of CBCSD
  From 2000 to 2003, CEC worked closely with WBCSD to implement a number of projects in sustainable development which include seminars on transportation industry and cement industry, meetings on clean production and return on investment in environmental protection, etc. CBCSD was officially established in October 2003. CBCSD is initiated and participated by companies, which hope to provide a platform for exchanges and co-operation between Chinese and foreign companies, sharing information, experience and best practice in sustainable development, so as to take the challenges in EHS, CSR, climate change and globalization. Meanwhile, the establishment of CBSCD opens a channel for the government to draw direct insights from the business community in policy making, marking a new stage of exchange and co-operation between Chinese companies and international community in sustainable development.

  IV. Fighting against HIV/AIDS in working place
  1. Declaration of Fight Against HIV/AIDS in Workplaces
  On First China Employers’ Forum held on 23 to 24, October 2003, the session on fighting against HIV/AIDS in workplaces in Chinese Enterprises is put among important issues on the Schedule. CEC delivered a Declaration of Fight Against HIV/AIDS in Workplaces, urging Chinese enterprises to take measures to prevent HIV/AIDS in workplaces with emphasis on the following: incorporate the prevention of HIV/AIDS into the work of labor protection, and occupational safety and health; disseminate in the workplaces the knowledge about prevention of HIV/AIDS to raise the awareness of workers in the prevention of HIV/AIDS; respect the rights of those infected persons, make efforts to create non-discrimination environment, and promise to keep secret for them; and assist the infected persons and their families, informing them the support and assistance that they can get access to, so that they can be willing to be consulted and tested.( see in the end)

  2.workshops on fighting against HIV/AIDS in workplace
  CEC has held workshop in Yunnan Province which is the region influenced by HIV/AIDS in China, this workshop received positive response and had been given high appraisal. About 50 participants had attended, most of them are the managers or vice-managers from HTC sector which is highly affected industry by HIV/AIDS mainly because of high flowing of population. CEC will also hold workshop in Sichuan province next year to arise the awareness of enterprises’ directors and enhance them to take measures to tackle with HIV/AIDS.

  3. Network establishment and assistance to enterprises
  CEC has made the HIV/AIDS a very important issue in business sector. In the future, CEC will establish the network among enterprises and will train the local CEC to tackle with HIV/AIDS in regions. We also provide assistance to enterprises to fight HIV/AIDS in workplaces.
