| Quicken capital construction | Our corporation has been giving the priority
on the water demand, and putting more funds into infrastructure facilities.
The current pipeline is expanded, and meanwhile the water plant is quicken
to newly build. When Zhongyao water plant with 10¡Á104 m3 was completed
in 1988, the daily output increased to 52¡Á104 m3 from 24¡Á104 m3 in 1978,
easing the tension of water supply at that time. In 1990s, Nanning entered
a fast development period, the water demand for city greatly increased.
Even if the water plant operated with over-load of 32%, it could not meet
the water demand. The corporation invested more than 14 million yuan in
expanding Henan water plant and Zhongyao water plant from 1994 to 1995,
increasing 12¡Á104 m3 of daily output. At the same time, the phase I of
Chencun water plant with a daily output of 20¡Á104 m3( total scale of 60¡Á104
m3 ) was newly built. Mainly imported the foreign advanced technology
and equipment including electromechanical equipment, instrument, boosting
system and automation system, now Chencun water plant is one of modernized
plants that enjoys the highest automation degree and largest size in Guangxi.
The completion of phase I and phase II of Chencun water plant (phase II
with 10¡Á104 m3) basically eases the tension of water supply in Nanning. The water supply enterprise in Nanning follows the step of urban construction. The water supply meets the water demand of urban construction, playing an active role in economic development and improving investment environment. |

| Promote enterprise¡¯s development | In recent years, Water Supply Corporation of Nanning has been following the step of reform and opening up. Making reform the driving force and property right system core, we take effective measures to accelerate the enterprise¡¯s reform, greatly promoting the enterprise¡¯s rapid development. First, in the system reform of enterprise, the corporation keeps abreast of current development in reform and stock listing of water supply trade at home, constantly optimizing and perfecting reform thinks. The corporation puts forward an idea that the corporation is the main entity. It is necessary to introduce the strategic investors to establish a system that has a diversified entity of investment. Then the stock-holding company is set up and to be listed on the stock market, realizing the value-preservation and increment of State-owned assets farthest. At present, this scheme is being examined by the Municipal Government to be approved. Second, we need to support and promote renovation of water supply enterprises in surrounding towns, fully utilizing our strong foundation and concentration of talents to explore new ways of regional and incorporated water supply. In 2003, the acquisition of Yongning County Water Supply Corporation is a successful step. In accordance with the development mode, the corporation will improve the performance and competitiveness to push its development. Third, we need to deepen the reform of three-system (distribution system, system of labour power employment and personnel system). In the system of distribution, the salary is decided based on the effectiveness and achievement in accordance with the principle of impartiality, ¡°distribution according to work¡± and ¡°priority on effectiveness¡±. We implement the system that the general employee competes to get the post and middle-level cadres compete to be appointed the post. We work to establish and implement the examining mechanism for all posts and unqualified employees and cadres should be abandoned. | Improve water quality and service | The water quality is the principle of existence
and development for water supply enterprise, and high-quality service
is a sure guarantee for improving the enterprise¡¯s competitiveness. We
should continue to put quality above everything else, and provide top-ranking
service. We always put water quality high on our management, so in the technology of water supply, effective measures are to be taken to speed up technological upgrading in water quality. Advanced equipment and technology are applied to the automatic chlorine dosing and automatic alum dosing system. Meanwhile, based on the actual condition of every plant, the advanced water-producing process is adopted to improve water quality. In the detecting of water quality, the strict three-leveled management network is established and responsibility system of rejecting is implemented to supervise the water quality. In 1994, the central labouratory became the State-grade monitoring station for urban water quality. The detecting capability of water quality is greatly improved. In the management of water quality, the security system is established and standardized management is intensified to ensure the water quality. Presently, the comprehensive qualified rate of water quality in distribution water and pipeline water reach 99.8% and 99.68% respectively, which excelled the standard of water quality in State large-sized class I water supply enterprise. |

| We actively make service promise and standardize. Since August in 1998, we take the lead in exercising the service promise system in Nanning. One-station service is carried out for the users¡¯ registration and then the work efficiency is improved. We also promote the service of water supply that linked with 110(the civil urgent service). The 24-hours on duty system is carried out to repair the leaking pipe. We also engage 16 supervisors from community to supervise the service, and help us to improve the service and quality. The year of 2003 is the corporation¡¯s year of honest and credit service. More one-station service is improved in the users¡¯ registration to make the registration standardize and simple; The drinking fountain is installed in the main public in downtown area, which well received by the citizens; The ¡°green gate¡± is opened to the key projects which is treated in a special way in the water supply, ensuring the water use of key projects. In recent years, of the questionnaire of users¡¯ satisfaction in public enterprises in Guangxi, our corporation receives good results with above 95% of users¡¯ satisfaction degree. |

| Strengthen enterprise¡¯s management | To strengthen and improve scientific management is the internal requirement for developing enterprise. We always give the priority to the management of enterprise and exercise the strategic management. Based on the deep analysis for internal and external environment of enterprise¡¯s development, the 10-year Business Strategy and Plan for Enterprise is compiled, which defined the enterprise¡¯s development objective and direction and drew the outline of bright future. In the basic management, it is imperative that management be conscientiously strengthen and local management standardization be exercised. In the principle of ¡°safety above everything else, emphasis on prevention¡±, safety production education becomes more widespread to raise employee¡¯s awareness of the importance of safety production. We take seriously the inspection of safety production and carry out effective measures to deal with hidden trouble in good time before they develop and spread. This can ensure that the water is supplied with safe and high quality. In the management of information, the information development in enterprise is continuously improved and office automation system (OA) is promoted. More 10 sub-systems of management information system (MIS) are gradually developed, and the work efficiency is further improved. In the management of finance, the system of cost responsibility index and examining is set up and active measures are taken to save energy and reduce waste. The system of material procurement is further promoted and standardized, and the cost is well controlled. We strive for getting the benefits through the management, receiving good economic and social performance thanks to the well-knit management. The total water sales volume reached 211¡Á106 m3, sales income 150 million yuan and profits 5.11million yuan in 2002. The main economic and technical indexes such as per capital water output, electricity consumption rate of water pumping and supply, returning rate of water charge, comprehensive qualified rate of water quality, profit rate of cost and loss rate stand in the front rank of same trade nationwide. | |
| Quicken diversified development | In all-round reform of enterprise, especially having studied the important principle of ¡°Three Represents¡±(the Communist Party of China represents the requirement to develop advanced productive forces, an orientation towards advanced culture, and the fundamental interests of the overwhelming majority of the people in China.), we remake a survey of enterprise¡¯s reform and development objective. The strategy of ¡°based on water, diversified development¡± is set in the 10-year Business Strategy and Plan for Enterprise. Especially the high-tech products of mannitol and sorbierite, produced by Guangxi Nanning Chemical & Pharmaceutical Co. Ltd with controlling shares held by the corporation in 2001, were listed in the State key torch plan and the State key spread plan for technological achievement in the 9th Five-Year Plan. These products are provided with intellectual property and see bright future. In 2003, we extend the business to the sectors of detection of water meter and production of PVC pipe based on market analysis. In 2002, we received good results in diversified economy. The sales income exceeded 100 million yuan for the first time, a record high for the history. The total sales income in diversified economy reached 78.08 million yuan from January to August in 2003, seeing a good development tendency. | |
